The upcoming 2025 mandate for Digital Traffic Regulation Order (D-TRO) compliance marks a significant shift in how Temporary Traffic Regulation Orders (TTROs) are managed across the UK. This transition aims to enhance efficiency, transparency, and public accessibility in roadworks and traffic management. Causeway one.network is at the forefront of this change, offering solutions that not only ensure compliance but also deliver substantial time-saving benefits for highway authorities.

Understanding D-TRO and Its Implications

The Department for Transport's D-TRO initiative seeks to digitise the traditionally paper-based process of creating TTROs and Traffic Regulation Orders (TROs).  In 2025, all highway authorities will be required to adopt digital systems for creating, managing and publishing TTROs. This digital transformation is set to streamline workflows, reduce administrative burden and improve communication with the public and Connected and Automated Vehicles (CAVs) regarding roadworks and traffic disruptions.

Causeway one.network: Leading the Digital Transition

As a key partner in the DfT's D-TRO project, Causeway has been enhancing the Causeway one.network platform to enable complete D-TRO compliance for TTROs. Highway authorities will be able to create, submit, approve and publish TTROs digitally, in a compliant format, ensuring adherence to the forthcoming regulations.

Authorities using the platform have already experienced significant efficiency gains:

  • Flintshire County Council: By adopting Causeway one.network’s digital TTRO management system, Flintshire County Council’s Street Works team is now 63% more efficient at processing TTROs and saving 25 working days annually.
  • Wiltshire Council: Since using Causeway one.network to digitalise TTROs, Wiltshire Council is saving 97 working days annually and has unlocked a 38% team capacity saving.
  • West Sussex County Council and South East Water: Through collaboration via Causeway one.network, West Sussex County Council and South East Water have reduced TTRO approval times by 74% and the time taken to review a TTRO is 50% quicker.

Cambridgeshire County Council’s approach to TTRO management

Cambridgeshire County Council (CCC) stands out as another example of a highway authority who is leading the way in digital TTRO management. The council has implemented Causeway one.network’s Traffic Management and Plan Share solutions to enhance and expedite TTRO management between their Street Works and Design & Delivery teams.

By transitioning from manual, email-based processes to a shared digital interface for internal TTRO management, CCC has improved efficiency in processing TTROs, thereby reducing delays and duplicative admin.

Now, CCC is saving 87 working days annually and has seen a 45% reduction in TTRO processing time. Causeway one.network has reduced the time it takes the council to process a single TTRO from 55 minutes to 30 minutes.

Additionally, the council now approves internal TTRO applications up to 31 times faster

"Before we started the Plan Share initiative, there was a three-month window between us submitting a TTRO and it being granted. And, during that time, we'd have no idea whether it was accepted or not. Whereas now, we can get a TTRO accepted on Plan Share within two or three days.”

James Chapman, Project Manager, Cambridgeshire County Council

By using Causeway one.network, CCC is not only more efficient at processing and approving TTROs but also fully prepared for the enforcement of D-TRO regulations in 2025.

Preparing for 2025: Embrace D-TRO Compliant Solutions Now

2025 is now fast approaching and the enforcement of D-TRO compliance grows nearer. It is imperative for highway authorities to ensure they’re prepared for this change with digital, compliant TTRO management systems.

Causeway one.network offers a comprehensive platform that not only ensures compliance but also delivers proven efficiency gains, as evidenced by the experiences of Flintshire, Wiltshire, West Sussex, and Cambridgeshire councils.
